In a landmark move for digital governance, the City of Buenos Aires has announced a partnership with the Ethereum layer-2 scaling platform ZKSync to deploy a sophisticated blockchain-based digital identity system. This initiative, centered on the new QuarkID platform, will extend secure, privacy-enhanced digital credentials to approximately 3.6 million residents of Argentina’s capital, marking one of the world’s most ambitious municipal deployments of zero-knowledge cryptography in public infrastructure.

How QuarkID Enhances Privacy and Security

QuarkID is built as an upgrade to the city’s existing miBA digital identity platform. Its core innovation lies in the integration of zero-knowledge proofs (ZKPs), a cryptographic method that allows a user to prove the validity of a statement—such as being over a certain age or holding a valid license—without revealing the underlying personal data itself. This means citizens can access over 60 government documents and services, from birth certificates and tax records to driver’s licenses and vaccine histories, without exposing sensitive information to centralized servers or unnecessary third parties. The architecture is designed to be “trustless,” relying on the security of the ZKSync blockchain rather than on a single institution’s internal protections.

A Catalyst in Argentina’s Broader Web3 Journey

This project is not occurring in isolation. It is a direct continuation of Argentina’s increasing embrace of Web3 technologies, a trend that gained notable momentum following the election of pro-crypto, libertarian economist Javier Milei as president. Buenos Aires has already been experimenting with blockchain for public services, and QuarkID represents a scaling of those pilots into a city-wide utility. As Jorge Macri, Chief of Government for the City of Buenos Aires, stated, the initiative positions the city “at the global forefront of digital innovation” by prioritizing “more secure and transparent digital solutions.” This aligns with a national strategy that views decentralized technology not just as a financial instrument but as a foundational tool for improving state efficiency and citizen trust.

For ZKSync, the partnership with the government of Buenos Aires is a major strategic win. The platform, which uses ZK-rollup technology to bundle transactions for Ethereum, experienced a significant decline in on-chain activity in early 2024, with active addresses dropping roughly 66% from its peak. A high-profile, real-world application serving millions provides immediate utility for the network, demonstrates its capacity for large-scale public-sector deployment, and offers a powerful case study to attract other governments and enterprises. The collaboration signals a shift from purely speculative crypto use cases toward tangible infrastructure, potentially revitalizing interest in ZKSync’s ecosystem and its native token.

The rollout of QuarkID transforms the relationship between the citizen and the state in practical terms.
