A new $100 million U.S. military initiative aims to develop software that controls drone swarms via voice commands, and OpenAI has been selected as a technology partner for the effort, according to a report by Bloomberg. The competition, managed by the Defense Innovation Unit (DIU) and the Special Operations Command’s Defense Autonomous Warfare Group, seeks prototypes that can translate a soldier’s spoken instructions into coordinated actions for multiple autonomous drones.

Launched in January, the six-month contest is structured in progressive phases. It begins with pure software development and is expected to culminate in live flight tests. The ultimate goal is multi-domain coordination, potentially linking aerial drones with unmanned surface or subsurface vessels. The Pentagon notes that success in later phases could significantly impact mission “lethality and effectiveness,” highlighting the operational stakes.

This push reflects a broader military strategy to reduce cognitive load on dismounted soldiers. Instead of manually piloting multiple drones, a warfighter could issue complex commands like “Scan that ridge line for threats and establish a communications relay,” with AI interpreting and delegating tasks to a swarm. OpenAI’s Stated Role: Translation, Not Control

Despite headlines suggesting direct involvement in weapons systems, OpenAI’s participation is narrowly defined. According to sources familiar with the matter, the company’s technology is limited to processing battlefield voice instructions and converting them into structured digital commands for existing unmanned systems. It will not integrate with weapon systems, hold target designation authority, or make autonomous engagement decisions.

Notably, OpenAI did not submit a primary bid for the contract. Its involvement comes through partnerships with two defense technology firms that were selected by the Pentagon to compete. The company described its contribution as limited, stating it is providing only open-source versions of its models for this specific application. A Broader Expansion of Defense Ties

This project coincides with another major Pentagon-OpenAI arrangement. The Department of Defense announced a separate enterprise-wide deal this week to make ChatGPT, powered by OpenAI’s models, available to approximately 3 million Defense Department personnel for administrative, logistical, and coding tasks. This separate agreement underscores a growing, multifaceted relationship between the AI leader and the U.S. military, focused on productivity and non-lethal applications.

CEO Sam Altman has consistently drawn a line at developing AI-enabled weapons platforms. In past public statements, he has said OpenAI does not expect to build such systems “in the foreseeable future,” though he has not issued an absolute, permanent prohibition. The company’s published usage policies prohibit activities that pose a high risk of physical harm, including weapons development, but allow for certain government and national security uses that meet strict safety criteria.

The collaboration places OpenAI at the center of a heated debate about the role of commercial AI in warfare.
